For instance, there won’t be a representative from the Oceania Football Confederation. New Zealand, which finished first in its World Cup qualifying campaign, fell to Costa Rica in a playoff; Costa Rica came in fourth in CONCACAF qualification.

The playoff format gives some teams, like Costa Rica, who narrowly missed initial qualification, one last chance to qualify by defeating another team.

Wales, Poland, and Portugal, three European teams, qualified after winning matches in UEFA’s playoff system.

The top 10 teams in some competitions, like the CAF (Africa), were reduced to the final five by playing two-match playoffs.
